The Elburn Board of Trustees and Village President set the policies, goals, and objectives of the Village. The Mayor appoints and the Village Board approves the selection of the Village Administrator to execute the policies, goals and objectives of the Village Board.
The Village Administrator oversees the day-to-day operations of the Village. The Administrator does this by working with village department heads, legal, planning and engineering consultants, new and existing developers, prospective businesses, local organizations, other government entities, and residents.
Under the direction of the Village Board, the Village Administrator manages the administration of all staff, exercises financial oversight, works with the Village Board, Planning Commission, and Parks Commission to delivery services in the most economical and effective manner.

This office handles accounts payable, accounts receivable, general ledger, and all other bookkeeping functions for the Village of Elburn. This includes handling reimbursable invoices for consultant services incurred during the review of development plans.
This office receives and processes employment applications, oversees the hiring of new employees, coordinates the employee benefits programs, and processes payroll.
The village clerk is appointed by the Village President with the consent of the Board of Trustees. The clerk is the Record Keeper of the Village which include official documents, licenses, and meeting minutes.
The Village Treasurer is appointed annually by the Village President with the consent of the Board of Trustees. The Village Treasurer is responsible for the financial matters of the Village, including investment decisions.
The village treasurer is Doug Elder, Village Finance Director. However, the village is audited by an external auditing firm every year, as required by law.
